PowerPoint \u201cAttractivit\u00e9 2026\u201d.<\/p>\n\n\n\n<p>Et cette phrase, l\u00e2ch\u00e9e comme une fatalit\u00e9 : \u00ab On n\u2019arrive plus \u00e0 recruter\u2026 et nos \u00e9quipes ne font plus d\u2019enfants. \u00bb<\/p>\n\n\n\n<p>Silence. Puis le r\u00e9flexe : prime, cr\u00e8che, \u201cmarque employeur\u201d.<\/p>\n\n\n\n<p>Sauf qu\u2019il existe un renversement beaucoup plus radical \u2014 parce qu\u2019il touche \u00e0 la m\u00e9canique du quotidien, pas \u00e0 la com\u2019.<\/p>\n\n\n\n<p>Une \u00e9tude de chercheurs de Stanford nous apprend : <strong>quand les deux partenaires travaillent \u00e0 domicile au moins un jour par semaine, la f\u00e9condit\u00e9 totale est estim\u00e9e plus \u00e9lev\u00e9e de 14%<\/strong> que lorsque aucun des deux ne t\u00e9l\u00e9travaille. (RTL) (Stanford)<\/p>\n\n\n\n<p>Vous pouvez d\u00e9battre mille heures de \u201cculture d\u2019entreprise\u201d. Mais si vous ignorez l\u2019agenda, vous ratez le sujet.<\/p>\n\n\n\n<p>Pendant ce temps, la France continue de d\u00e9cro\u00eetre sur le plan des naissances : <strong>660 800 b\u00e9b\u00e9s en 2024<\/strong> (Insee) et <strong>645 000 en 2025<\/strong>, avec un <strong>indicateur conjoncturel de f\u00e9condit\u00e9 \u00e0 1,56 en 2025<\/strong> (Insee). <\/p>\n\n\n\n<p>Le point n\u2019est pas d\u2019\u00e9riger le t\u00e9l\u00e9travail en religion. Le point est de comprendre l\u2019enjeu : <strong>ce n\u2019est pas un avantage<\/strong>, c\u2019est une <strong>infrastructure de vie<\/strong>.<\/p>\n\n\n\n<p>Et l\u00e0, on retombe sur un principe simple : l\u2019innovation n\u2019est pas un gadget, c\u2019est de la mise en \u0153uvre. Dans <strong>mon livre, chapitre 3<\/strong>, je rappelle une d\u00e9finition utile : l\u2019innovation inclut la mise en \u0153uvre de <strong>nouvelles m\u00e9thodes organisationnelles<\/strong> dans les pratiques, l\u2019organisation du travail et les relations ext\u00e9rieures.<\/p>\n\n\n\n<p>Autrement dit : si vous voulez une politique natalit\u00e9, vous ne commencez pas par un slogan. Vous commencez par <strong>refaire l\u2019organisation<\/strong>. Donc : <strong>refaire l\u2019agenda<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-le-vrai-levier-enlever-les-frictions-invisibles\">Le vrai levier : enlever les frictions invisibles<\/h2>\n\n\n\n<p>Les politiques natalit\u00e9 \u00e9chouent souvent parce qu\u2019elles attaquent des sympt\u00f4mes, pas les contraintes.<\/p>\n\n\n\n<p>Or, la d\u00e9cision \u201cfaire famille\u201d n\u2019est pas une opinion. C\u2019est une logistique. Elle d\u00e9pend de quatre variables tr\u00e8s concr\u00e8tes :<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Temps<\/strong> (disponibilit\u00e9 r\u00e9elle, pas th\u00e9orique)<\/li>\n\n\n\n<li><strong>Trajets<\/strong> (fatigue + impr\u00e9vus + co\u00fbt)<\/li>\n\n\n\n<li><strong>Charge mentale<\/strong> (coordination, rendez-vous, \u00e9cole, sant\u00e9, impr\u00e9vus)<\/li>\n\n\n\n<li><strong>Pr\u00e9visibilit\u00e9<\/strong> (capacit\u00e9 \u00e0 se projeter sur 6\u201318 mois)<\/li>\n<\/ol>\n\n\n\n<p>Le t\u00e9l\u00e9travail hybride joue sur plusieurs de ces variables \u00e0 la fois : il r\u00e9duit le co\u00fbt des trajets, rend certaines t\u00e2ches domestiques \u201cfaisables entre deux\u201d, et surtout am\u00e9liore la coordination de couple. (Stanford)<\/p>\n\n\n\n<p>Ce qui est int\u00e9ressant, c\u2019est que le sujet n\u2019est pas uniquement fran\u00e7ais. Au niveau europ\u00e9en, la f\u00e9condit\u00e9 est structurellement basse : <strong>1,38 enfant par femme dans l\u2019UE en 2023<\/strong> selon Eurostat. (Eurostat)<\/p>\n\n\n\n<p>Donc oui, vous pouvez continuer \u00e0 traiter \u00e7a comme un sujet \u201c\u00c9tat \/ soci\u00e9t\u00e9\u201d. Ou vous pouvez accepter une r\u00e9alit\u00e9 froide : <strong>les entreprises sont d\u00e9j\u00e0 co-architectes du r\u00e9el<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-l-agenda-natalite-10-decisions-rh-qui-changent-la-vie-sans-poster-inspirant\">L\u2019agenda natalit\u00e9 : 10 d\u00e9cisions RH qui changent la vie (sans poster inspirant)<\/h2>\n\n\n\n<p>Voici un \u201cagenda\u201d au sens litt\u00e9ral : des r\u00e9glages d\u2019organisation. Pas des promesses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-instaurer-1-2-jours-hybrides-garantis-et-stables\">1) Instaurer 1\u20132 jours hybrides \u201cgarantis\u201d et stables<\/h3>\n\n\n\n<p>Pas du \u201cau cas par cas\u201d. Pas du \u201cselon manager\u201d.<br>Une r\u00e8gle simple, lisible, contractualisable. (Stanford) (RTL)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-standardiser-des-plages-sans-reunion\">2) Standardiser des plages \u201csans r\u00e9union\u201d<\/h3>\n\n\n\n<p>Exemple : 9h\u201311h30 prot\u00e9g\u00e9es, 2 jours par semaine.<br>Vous lib\u00e9rez du temps profond, et vous r\u00e9duisez l\u2019effet \u201cjourn\u00e9e hach\u00e9e\u201d qui d\u00e9truit l\u2019\u00e9nergie parentale.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-rendre-la-fin-de-journee-predictible\">3) Rendre la fin de journ\u00e9e pr\u00e9dictible<\/h3>\n\n\n\n<p>Si tout le monde sait que 18h est une zone rouge, l\u2019organisation s\u2019adapte.<br>La parentalit\u00e9 n\u2019a pas besoin d\u2019h\u00e9ro\u00efsme. Elle a besoin de cl\u00f4tures.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-4-mettre-en-place-une-vraie-flexibilite-d-horaires\">4) Mettre en place une vraie flexibilit\u00e9 d\u2019horaires<\/h3>\n\n\n\n<p>Flexibilit\u00e9 = capacit\u00e9 \u00e0 d\u00e9caler, pas \u00e0 travailler plus.<br>Sinon vous ne faites que d\u00e9placer la pression.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-5-reduire-la-taxe-du-presenteisme\">5) R\u00e9duire la \u201ctaxe du pr\u00e9sent\u00e9isme\u201d<\/h3>\n\n\n\n<p>Mesurez la performance sur livrables, pas sur pr\u00e9sence.<br>Le jour o\u00f9 vous r\u00e9compensez le fait d\u2019\u00eatre visible plut\u00f4t que le fait d\u2019\u00eatre utile, vous fabriquez m\u00e9caniquement du \u201cnon-temps\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-6-donner-un-droit-simple-a-l-amenagement-temporaire\">6) Donner un droit simple \u00e0 l\u2019am\u00e9nagement temporaire<\/h3>\n\n\n\n<p>Retour de cong\u00e9, grossesse, enfant malade, p\u00e9riode d\u2019examens : r\u00e8gles courtes, applicables, sans parcours du combattant. (Commission europ\u00e9enne)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-7-encadrer-les-deplacements\">7) Encadrer les d\u00e9placements<\/h3>\n\n\n\n<p>Deux questions avant chaque d\u00e9placement : \u201cPourquoi en pr\u00e9sentiel ? Qu\u2019est-ce que \u00e7a change concr\u00e8tement ?\u201d<br>Si la r\u00e9ponse est floue, c\u2019est un co\u00fbt net.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-8-former-les-managers-a-la-coordination-pas-a-la-motivation\">8) Former les managers \u00e0 la coordination (pas \u00e0 la motivation)<\/h3>\n\n\n\n<p>Le probl\u00e8me n\u2019est pas l\u2019engagement. C\u2019est la friction : priorit\u00e9s, d\u00e9pendances, arbitraires.<br>Un manager qui sait \u201cdesigner une semaine\u201d change plus de choses qu\u2019un manager qui sait \u201cfaire un speech\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-9-rendre-les-conges-parentaux-reellement-utilisables\">9) Rendre les cong\u00e9s parentaux r\u00e9ellement utilisables<\/h3>\n\n\n\n<p>Le droit existe, l\u2019usage est souvent d\u00e9courag\u00e9. Or l\u2019UE pousse des standards de cong\u00e9s et de flexibilit\u00e9 pour parents et aidants. (Commission europ\u00e9enne)<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-10-mesurer-ce-qui-compte-la-soutenabilite\">10) Mesurer ce qui compte : la soutenabilit\u00e9<\/h3>\n\n\n\n<p>Mesurez : temps de trajet moyen, heures de r\u00e9union, amplitude journali\u00e8re, pr\u00e9visibilit\u00e9, charge de coordination.<br>Sans mesure, vous restez dans l\u2019incantation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-teletravail-le-debat-culturel-masque-un-debat-d-infrastructure\">T\u00e9l\u00e9travail : le d\u00e9bat culturel masque un d\u00e9bat d\u2019infrastructure<\/h2>\n\n\n\n<p>Quand une entreprise dit : \u201cLe t\u00e9l\u00e9travail d\u00e9truit la culture\u201d, elle parle souvent d\u2019autre chose :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>incapacit\u00e9 \u00e0 piloter par objectifs<\/li>\n\n\n\n<li>mauvais design des rituels<\/li>\n\n\n\n<li>manque de confiance<\/li>\n\n\n\n<li>r\u00e9unions inutiles devenues une drogue organisationnelle<\/li>\n<\/ul>\n\n\n\n<p>C\u2019est plus confortable d\u2019accuser \u201cle t\u00e9l\u00e9travail\u201d que de regarder l\u2019architecture interne.<\/p>\n\n\n\n<p>Mais les chiffres d\u00e9mographiques (Insee) et les r\u00e9sultats de recherche (Stanford) forcent une question d\u00e9rangeante :<\/p>\n\n\n\n<p><strong>Et si la culture devait s\u2019adapter au vivant, plut\u00f4t que l\u2019inverse ?<\/strong> (Insee) (Stanford)<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-la-question-qui-tue-et-qui-guide\">La question qui tue (et qui guide)<\/h2>\n\n\n\n<p>Si vous deviez choisir <strong>un<\/strong> levier RH pour relancer l\u2019envie \u2014 et surtout la possibilit\u00e9 \u2014 de faire famille, ce serait lequel ?<\/p>\n\n\n\n<p>Personnellement, je commencerais par celui-ci : <strong>pr\u00e9visibilit\u00e9 du temps<\/strong>.<br>Parce qu\u2019un couple peut \u201cvouloir\u201d.
